Our Governance

Peppercorn Services Inc (PSInc) is a not-for-profit community organisation and a registered charity. The objective of the organisation is to connect with family and community by providing a wide range of services including community transport, community & youth programs, family services, child care and life skills for the aged sector.
The PSInc Board of Management was established in 2001.  
The role of the Board is to control and manage the affairs of Peppercorn and Board Members are required to hold professional qualifications or have experience in the social services sector.  They are nominated by one of the organisations identified in the Boards' Constitution, or are selected as a community representative or Hawkesbury City Councillor.  
Rob joined our Board in November 2015 as a community representative. Rob has lived in Kurrajong since 1998 and has spent over 40 years in the banking & finance industry, with the last 15 years as the executive responsible for Westpac’s Western Sydney Region. Rob was the NSW state representative on The Westpac Foundation’s Community Board. Now retired from Westpac, he holds a Bachelor of Business degree and remains active in the Hawkesbury Community.  Rob is a former President and current Board Member of Kurrajong North Richmond Rotary Club. 
Kerry represents Nova Employment and joined the Board in 2014.  She manages Nova Richmond and has been with the organisation since November 2011.   An executive member of the Hawkesbury City Chamber of Commerce, Kerry participates in many charity events and in particular organises the annual Healthy Minds Healthy Workplace luncheon.  Prior to joining Nova Kerry spent 15 years with Aftercare in various roles in both disability and mental health services, most notably as the Program Coordinator for the Aftercare Personal Helpers and Mentors program, overseeing 10 services across NSW providing outreach support to people severely affected by mental illness.
Joseph holds the position of Treasurer on the Peppercorn Board of Management.  He is an appointed representative from Hawkesbury City Council and was instrumental in the original design and set up of Peppercorn Services Inc.  Joseph is the Executive Manager of Community Partnerships for Hawkesbury City Council.
Meagan is the Board’s Secretary and Public Officer and represents the Hawkesbury City Council in her capacity as Community Programs Coordinator.  She has been on the Board since 2011.  Meagan has extensive experience in the Home and Community Care Services sector, and her position at the Council focusses on sector development and support for the Hawkesbury local government area. 
Debra brings more than a decade of experience in community care, aged services and dementia care. She holds a Bachelor Degree in Health, Ageing and Community Services and a Diploma of Management. Debra currently works as an Aged Services Program Manager for Anglicare.  2015 was her first year on the PSInc Board.  
A registered nurse, midwife, child and family health nurse and nurse immuniser, Cheryl has spent most of her working life nursing.  The last 21 years were in community health roles including establising the Building Strong Foundations Aboriginal Child Health Team and antenatal program in the Nepean LHD.  More recent roles include working in rural NSW and the remote Pilbara region of Western Australia.  Cheryl is now the Nurse Unit Manager at the St John of God Hospital in Windsor and joined the Peppercorn Board in 2017.
Emma-Jane Garrow was elected to Hawkesbury City Council in September 2016.  Emma-Jane currently works for Pink Finss Charity and brings a background in community engagement, event management, fundraising and business management.
Katherine Hawes is the founder of Aquarius Lawyers which specialises in providing legal advice and information to businesses seeking to establish overseas.  With over 20 years legal and business experience, Katherine also has extensive experience in designing and implementing adult education programs within the legal environment, specialising in providing legal knowledge and skills to non lawyers.  Katherine joined our Board in November 2017.
Kevin represents the Allied Health and Community Programs of the Nepean Blue Mountains Local Health District.  Kevin qualified in psychology in 1981 and began his career working in Aboriginal communities in the Northern Territory.  More recently he held positions at Nepean Hospital including Director Drug and Alcohol Services (1995 to 2007), Network Director Surgery (2007) and General Manager, Nepean Hospital (2008 to 2016).  Kevin's vision for the Allied Health Directorate is to promote the delivery of high quality services, supporting patient care through education & training, clinical supervision and the ongoing development of professional standards.  He has a strong commitment to equity of access to health care, to improving Aboriginal Health, improving the care of people with a disability and to developing strategies for integrated care. 
Kaylene has been employed at Hawkesbury City Council for more than 17 years and fulfils the role of Customer Service Manager. Kaylene brings to the Board a background in community service and extensive knowledge of the childrens services sector.
